You can apply to have your 1990 Mini registered in the historic vehicle class and be tax exempt on 1st April 2031, because it applies from the year after the car becomes 40 years old from first registration so you still have 7 years to wait.
The only exception is when it was first registered between 1 - 7 January where you can apply the same year that it turns 40.

Mild hybrids are not in this class...only self charging and plug in hybrids, or LPG.
The vehicle needs to be capable of running at least a short distance on fuel other than petrol or diesel, which a mild hybrid cannot.
