12 volt battery target SOC is about 80% and the forscan screen shot is for the 12 volt battery.
The 48 volt battery target SOC is about 50% with maximum state of charge about 75%.

That forscan page leaves out one crucial step!

Be careful fitting anything other than a standard SLI battery as the charging strategy may not be compatible.

Without a 48 volt battery I believe the Vpp is hard to control. So no 48 volt battery and the DC/DC will not charge.

Try unplugging the alternator so it does not provide any charge, then start the engine to see if it still flickers.
Remember the non-mhev has a completely different 12 volt charging setup.
